Hamas Military Wing Advises Donors to Avoid Binance

On September 9, the U.S. Department of Justice's asset forfeiture documents included a letter from Hamas's military wing, the Izz ad-Din al-Qassam Brigades, advising potential donors not to use Binance for transferring funds. Instead, it recommended platforms such as Bybit, OKX, Kast, and Redotpay, and suggested using Tether's USDT and the TRC-20 network on the Tron blockchain. The letter stated that Binance "can only be used to purchase currency, and then another application must be used to complete the transfer." Binance's Chief Compliance Officer, Noah Perlman, indicated that the fact that terrorist organizations are avoiding Binance demonstrates the effectiveness of its control measures, asserting that Binance is not a safe haven for illegal actors. OKX stated that the wallet addresses mentioned in the letter are not associated with them and have been flagged as related to illegal activities, with any transfers to that address being intercepted. Kast claimed to have a compliance team with over 50 employees. Bybit declined to comment, and Redotpay did not respond to requests.
