Anyone who bought or held FTXF from 2021 onwards and lost money should report to Hanoi Police before 30 September 2026. How FTXF was promoted, and what the investigators say
The Ministry of Public Security page of 17 March 2026, titled “Khởi tố 05 bị can trong vụ án lừa đảo chiếm đoạt tài sản thông qua kêu gọi đầu tư đồng tiền mã hoá FTXF”, records that from 2021 a group led by Trần Nam Chung solicited investment in FTXF — a token, meaning a cryptocurrency issued by a project on a blockchain. The same page says Chung hired Bùi Đình Ngọc to write the smart contract for FTXF; a smart contract is a piece of code that runs on the blockchain and handles the issuing and transfer of the token.
FTXF was promoted alongside applications said to use the token — WOWIDEX, WETAON, PAYGATE and ONSTORA — together with seminars and classes introducing it. The Ministry of Public Security page of 17 March 2026 states that after investors bought and held FTXF, the group sold a large quantity of tokens, leaving FTXF without value or liquidity — losing liquidity means it becomes hard to find a counterparty buyer, and is not only a fall in price. That page puts the total raised at “hàng chục tỷ đồng”, tens of billions of đồng; it publishes no exact figure and states no loss amount for any individual investor.
Who needs to report, and which deadline applies
On 25 September 2026, Công an Nhân dân, the police newspaper, reported a notice from the Investigation Police Agency (Cơ quan CSĐT) of Hanoi Police: anyone who invested in FTXF from 2021 to now, and was harmed, should report before 30 September 2026 at the Economic Police Division, 382 Khâm Thiên, Văn Miếu - Quốc Tử Giám Ward, Hanoi. The notice requires “supporting documents” to be provided, but the report does not list which types of paper those are, and 099.329.7726 is the contact number for the case officer handling the case.
A same-day account from aFamily on 25 September 2026 carries the same 30 September 2026 date and likewise says the notice asks for supporting documents. Neither account names an online form or an email address for submissions, so the method described is attending in person at that address, with 099.329.7726 as the case officer's contact number.
One distinction matters. The Ministry of Public Security page of 17 March 2026 gives an earlier reporting date of 31 March 2026. That date has passed and is not the date in force; the deadline now applied is 30 September 2026, and it reaches readers through Công an Nhân dân's report of the agency's notice, while the police force's own website publishes the March case page. Reporting is a matter between the investor and the investigation agency, and does not depend on where FTXF was bought.
From four document groups to a file that can be checked
When reporting, the Báo Sức khỏe & Đời sống report of 25 September 2026 names four groups of documents that a harmed investor should supply: receipts, electronic data, transaction history, and material related to buying or holding FTXF. Recognising a pump-and-dump pattern: a general comparison
One published point of comparison is the description by the U.S. Securities and Exchange Commission at Investor.gov, “Pump and Dump Schemes”: the pattern uses false or misleading promotional claims — often spread through social media and chat rooms — to create buying interest, after which the promoters themselves sell their holdings, and the price typically falls when the promotion stops. In plain words, the two steps are pumping the price and then dumping. Read as a comparison, the question is not the list of promised uses but two points: who is doing the promoting and what they gain if you buy, and, if the promoters themselves sell, how your own ability to sell again changes. With FTXF, the sequence recorded by the investigation agency has the same shape: soliciting investment from 2021, promotion tied to WOWIDEX, WETAON, PAYGATE and ONSTORA through seminars and classes, and then a large sale after investors bought and held the token, which left FTXF without value or liquidity (Ministry of Public Security, 17 March 2026).
