UK FCA Officially Launches Cryptocurrency License Applications; Institutions Must Submit Materials by February 28, 2027

Coin Circle (120btc.CoM): On September 30, Beijing time, the UK Financial Conduct Authority (FCA) issued an official statement announcing that it will start accepting license applications from crypto asset service providers. Institutions wishing to continue operating within the jurisdiction of the UK must submit their materials by February 28, 2027. This new regulatory framework for crypto assets is set to officially take effect on October 25, 2027.

Anchoring Four Key Benchmarks

The FCA clearly stated in its guidance that this is the first time the UK regulatory authority has fully incorporated digital asset operations into the statutory jurisdiction system. The review criteria for the licenses will strictly focus on four core dimensions: consumer protection, custody of client assets, market integrity, and financial resilience. Dominic Cashman, head of the FCA's licensing department, emphasized that the new regulations will build a stronger firewall for end users while clarifying compliance boundaries for businesses. The official reiterated that obtaining a license is not a mere formality; institutions that fail to meet the standards will be expelled and lose their eligibility to provide relevant financial services.

Allowing Transitional Space

To reduce the impact of compliance transitions on real business, the regulatory body has set up a humane transitional mechanism. Existing institutions that submit applications before the deadline will still be allowed to maintain daily operations and expand new customer sources, even if they are still under review on the effective date of the regulations. Additionally, the FCA not only released the final version of the regulatory details in June this year but also opened a pre-application guidance channel for the industry, providing exclusive consultations and online guidance materials to help institutions address compliance pain points in advance.

Aligning with International Regulatory Standards

Prior to this, the UK primarily relied on the Anti-Money Laundering Regulations to implement basic registration management for the crypto industry. According to TheBlock, for example, Robinhood, which recently obtained qualifications, cannot automatically convert its existing registration under the old system into the FCA's new formal license. Nevertheless, over 60 institutions that have already made it onto this list undoubtedly have a first-mover advantage as they rush to comply with the new regulations. Compared to the Markets in Crypto-Assets Regulation (MiCA) that the EU implemented back in June 2023, the UK's pace of compliance may seem slow, but the implementation of this new policy marks a significant step towards completing the regulatory framework for digital finance.
